Cntrl-end goes beyond end after rows have been deleted ?

Particurlarly with a large file, 20,000 rows for example, after I have
deleted say the bottom 5,000 rows and later do a CNTL-END to get to the
bottom of the file, the cursor goes back to row 20,000 instead of row 15,000.
??
