Click Help ? Icon Nothing Happens

I get bought a new Dell Inspiron 5150 laptop, with Windows
XP, Home Ed, When I click a "?" icon or "help" on the
start menu, nothing happen, I can go to start> run> and
type c:\windows\help> and the file are there and one by
one can be opened. I contacted Dell, they said to
reinstall XP, My Question is, Is there a patch or a file
that can be extracted by SFC, or another option,
reinstalling is always my last option. Thanks for you help.

If the above repair does not work:

Go to Start > Run and type in: helpctr -regserver

To reinstall Help and Support:

Go to C:\Windows\inf\pchealth.inf.
Right-click and choose install. Have your XP CD available.

Note: The folder is hidden by default. Go to Start > Run and type in:
control folders. View: Show hidden files and folders and uncheck
"Hide extensions for known file types".
