Chinese character

Dear Guru,
I had set the neccessary chinese character in the
regional and language option, but i still have problem
viewing chinese website or any chinese font in mp3 and
other application. Do you know whats going on ?

I had set the option already previously but it still dont
work. This problem happen when I done a window update a
few month ago. Now even if I wanted to do a update, it
will prompt me that "Sorry, window update detect a
problem and cannot proceed" Any other solution for this?
