Can't turn MS Firewall on get error 0x800706d9

Try on start-up,tap the F8 key,select safe mode with networking,enter
xp as administrator,turn on firewall.That should do it,if it doesnt,open
event
viewer for more specific details,click on the url,this opens help/support
in xp,
usually with a fix or solution.

Safe mode start with network didn't help.

I tried the following:
Component Services
Console Root Services
"Shared Access" was shown as "stopped"
When I changed it to "manual" and tried to start it I got the same message
"Windows firewall / Internet Connection Sharing cannot be started
error 10047.....which I looked up...and didn't look useful

I may not have the names above exactly right.....

MS antispyware tool disables Windows Firewall (or to reset firewall):
Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.

settings" error, try:
Start>Run regsvr32 hnetcfg.dll [enter]
