cant ping 172.0.0.1 or static ip address on local pear to pear net

Hi, my computer is windows xp pro, with static ip of 192.168.0.4 and subnet
of 255.255.255.0

When i ping 172.0.0.1 i sometimes get destination host unreachable, but most
of the time i get request timed out when i ping 192.168.0.4

I have tried resetting the tcp/ip stack but it didnt resolve the issue.

I have windows firewall turned off and am using norton internet security
2004 pro, my computer has windows SP2 and all hardware and software has the
correct drivers.

The drivers, software, and hardware are all up to date with the latest
patches and updates.

When i look in network places, and device manager for that matter, they both
say that my network hardware is installed properly and is connected.

If i turn off the norton firewall i get destination host unreachable insteed
of request timed out when i ping 172.0.0.1

I dont know if it is relevant but my computer connects to the internet
through an adsl pci modem to broadband internet.

i can surf the internet, download emails with microsoft outlook, and i can
download from ftp servers.

I tried putting a pci network card in to fix the problem but with no success.

The system board has a built in network card.

The system board is a DFI NF2 Ultra.

I would appreciate any help that i can get with resolving this problem.

I don't quite understand your question, but are just trying to ping
yourself? If you are just trying to ping localhost, the correct address
is 127.0.0.1 and that would explain why you get no answer from
172.0.0.1.

If you are having other problems, please explain what they are and your
network setup.
