Can't open a certain web site, help!

Hello,
Everytime I try to open <http://www.balfour.com>, it says that the page
cannot be displayed.
This happened all of the sudden, before I could access it just fine. I've
tried deleting the TIF, and I checked the HOSTS file and the address isn't
there.
I'm running WinXP Home Edition SP1, NAV, ZA, and DSL.

Go to Tools, Internet Options, Privacy tab, Edit button.
In the space provided type in (or copy and paste) the URL
in the address bar for the site you wish to access. Eg.
thissite.com and click the Allow button, OK and then
Apply.
 
Thanks, but it didn't work and I also added it to the ZA list.
I've ran Ad-Aware and Spybot S&D, and still no luck.

Totally clear your History and TIF folders:

That site does set a cookie, so maybe the one on your system is
corrupted/damaged. Check your Cookies folder - C:\Windows\Cookies or
C:\Documents and Settings\<username>\Cookies folder and delete any cookie(s)
that relate to the sites in question.
 
Thanks, but none of these worked. I delete it the index.dat for the History
and the TIF folders, and still not working. I also checked the Cookies
folder and there are none that relate to balfour.com.
