can't logon

When I boot my computer, I get the message:
"The procedur entry point AssocIsDangerous could not be
located in the dynamic link library SHLWAPI.dll

I press O.K. and get the message:

User Interface Failure: The logon user interface dll
msgins.dll failed to load. Contact your system
administrator to replace the dll, or restore the original
dll. Restart.

So I reinstalled windows xp using a different name
(windowsb)and I can find my files, but they are
disassociated from the programs (i.e. Word files are now
winpad files) and I lost all my outlook express emails
and all my windows settings.

any suggextions as to how to get them back or fix my old
version of windows?
