I engaged in a tail-chasing routine to fix this problem in SP2 that
started with InstallShield failures that eventually I linked to MSI
failure. First, make certain that the Windows Installer Service is set
to Automatic and is started - that might be your problem. Second, look
into Event Viewer logs and see if there is a clue there. Otherwise, you
can try this, but write down what you did so that you can revert if the
steps don't work.
Set the COM+ Event System Service is set to Automatic and is started.
Try a MS install. Next, set the DCOM Server Process Launcher to
Automatic and try to start it manually. I could not start this
manually, but it would start on boot. Try MSI again. If MSI still
fails, then Open Administrative Tools, Component Services, Computers,
right-click My Computer Properties, COM Security, Access Permissions.
There is an entry Self, which when set to Allow for both local and
remote, did not solve the problem. I had to add my log-on username with
both permissions set to Allow.
This was a tail-chasing routine so it is unclear to me which of these
steps was critical to solving the problem. With SP2, it is unclear to
me that *any* of these solved the problem! Changing the COM security
has probably screwed with an important security feature of SP2, whatever
it is...
