Can't install a certificate



Hello. I am trying to install a certificate on an XP machine with the
certificates snap-in. I have certificate services installed on a Windows
2000 domain controller. I am able to install the certificates on other
machines in the domain with the same user account without any problems. The
computer is a member of the domain computers group and the user is a member
of the domain users group. When I try to install either the computer or the
user certificate I get the following error:

The certificate request failed because of one of the following conditions: -
The certificate request was submitted to a Certification Authority (CA) that
is not started. - You do not have the permissions to request certificates
from the available CAs.

I don't believe I have any network conectivity or DNS issues.
