can't get to the start up screen

HELP, please someone. My sister's computer got the worm
blaster bug and it crashed her computer. She was able to
partly installed the patch but it didn't complete and
rebooted her computer, since then she can't get to the
startup screen so she can't enable her firewall and get
rid of the bug. Please does anyone know how she can get
back into her computer??
