Can't access IE6 options any more

For some reason I cannot get IE6 to show me the Tools > Options menu.
Normally there is no problem but now I get a message which says

"This operation has been cancelled due to
restrictions in effect on this computer.
Please contact your system administrator."

I use an account which I created with computer administrator
authority.

So I went to C:\Program Files\Internet Explorer\iexplore.exe and
added myself to the authorised list and gave myself full authority.
But I still couldn't access the menu.

Strangely, I can access Control Panel > Internet Options which seem
to be the same set of menus.

Does ayone know what changes I need to make to be able to access
Tools > Options?
 
Is Spybot installed on the machine?
