Cannot open anything in control panel

Since yesturday, April 24, I can't open anything in my control panel.
It just doesn't respond and blocks. I have to end the program to close it
I have windows xp home edition. Thanks...
 
I have same problem in the past.

I think you have tool in the Control panel which not responds.
It is causes to fall entire Control panel.

..cpl files are Control Panel applets.
You can try to move them one by one to unreacheable place for your
Windows.
