Cannot Download Exe files

When I use IE 6 I cannot download most exe files I can
download files from microsoft that have the download
buttons but I cannot download files from download.com.

Things I have tried:

Registering IE dlls
Reinstalling IE
Installed Opera and it works ok
As a different user on the same computer I have the same
problem.
Replaced urlmon.dll and wininet.dll with older files and
registered them.
Checked the netscape plugin thing.
Deleted the index.dat file from temp internet files.
Deleted all active x controls.

Any Ideas?

I have the exact same problem (recently only).
I can download zip files, etc. but anything with a ".exe"
on it will not start. "Cannot open web page" errors and so
on.
Is thsi some new security add on by MS?
I see a lot of new posts online mentioning this problem.
 
It looks like it is trying to download the files but
cannot. It just sits there and the bar never moves and
the bytes never go up.

Try this:

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

I tried that one and the key is not there. This one may
require a format.

I also have tried all the things listed below in the post. What I have
found is if I create a new user and log on, i CAN download an .EXE
file from mocrosoft (powertoys) just ONCE. After that , back to the
same thing. IF while I am on as the new user, I explore ALL other
users and delete the index.dat file and everthing in it,from the other
user accounts, then log off and back on as one of them, A download
will work ONCE, after that, It is back to the same thing. What qwirk
has been created this time.?
Anyone tried this? I have modified, since then, different areas to no
avail, (always making backups and the if it doesn't work, putting it
back . All this one at a time. A clean install on a different system
works ok, even checking after EVERY update, one at a time. (This has
been a loooooong process and i'm getting tired of trouble shooting MS
software for them).
please post if you find an answer.
