Cannot connect to the second RRAS

I am using Windows 2003 Standard with SP2.

I have a RAS setup and it works wonderfully. I setup another RAS but I
cannot connect to it. They both have static IPs ( and ) from the ISP on their WAN cards. The configuration is the
same on both the servers. I have gone back and forth trying to figure out
the problem but no luck. I have changed network cards, cables, reinstalled
Windows 2003, reinstalled RRAS, etc, but to no avail. Can I have only one
RRAS on the network? I am using a 4 port Cable Modem. Could the modem be
getting confused as to where to send the packets to? I can tracert to the
server. I am totally confused here. I have searched everywhere but to no
avail. Any help or guidance will be greatly appreciated.

Thank you.
