Cannot change desktop wallpaper

When I try to change the wallpaper any of the choices do not work. The
small screen remains blank. Any help would be appreciated. Thanks Jeff

What is the virus/malware status of the computer? If you think it is
clean, what programs (including versions and whether your antivirus
subscription is active and the definitions current) did you use to
determine this?

In the meantime, if the computer is virus/malware-free, see:

Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these., Apply & OK out.

If you can't enable desktop backgrounds after a virus, MVP Kelly Theriot
has a fix. Look under Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

I ran spybot, microsoft antispyware, norton antivirus and spyware,
spysweeper, spyware doctor, cw shedder, and adware. No spyware found.
Still have same problem. What I noticed is that I can change the desktop to
a bmp but it doesn't recognize a jpg format. Is there any setting I can use
to recognize a jpg. It also worked up to now. I don't know when the change
took place because I haven't tried to change the wallpaper in a long time.

I believe that you have to enable the Active Desktop to display .jpg's
as wallpaper. Here's a Knowledge Base article about enabling Active

See if you can enable Active Desktop and if that solves the issue.
