cannot access HELP and HELP & SUPPORT CENTER

When I click on HELP on the main menu NOTHING HAPPENS!
The specific reason I am clicking on help is because I
get the error message, Windows is not loading certain
drivers which may make the system unstable, click here
for more information," and when I click, NOTHING HAPPENS!

Is this a Dell, has Help worked before.....does the exact error message read
like this:

CD Recording software will cause Windows to become unstable. Windows has
prevented these drivers from loading.

If so:

Save the file below to your hard drive. Navigate to where you saved it and
double click the file. A confirmation dialog will appear when the script is
done. You may need to reboot for the change to take effect.
