can not delete or rename file - in use

Okay, so I have this file on my comp (.avi) and whenever I try to delete or
even rename it, it says it's being used by another program or person, which,
is obviously not the case. I've rebooted and tried to delete/rename to no
avail, I've even booted up in safemode under admin account and get the same
error.

What's worse is I think this is a really bad file, it seems like whenever
you have it selected in the file browser, (or if you recently had it
selected) my whole computer slows down pretty bad. Trying to change windows
results in long delays etc. or navigating the start menu is pretty slow, not
to mention trying to open a program from there, like the control panel

So, just to see if it was something on this computer I transferred it over
to my desktop and then just tried to delete it. (hadn't even opened it).
Same problem, even in admin/safemode. However, maybe I'm just being a bit
paranoid because even though my desktops cpu is 2 times slower, it doesn't
seem to slow down. The slow down is probably a whole new issue on this
computer so maybe we'll just leave that as me thinking out loud.

any idead how to delete this file on both of my computers short of a
reformat? (XP - Pro/Home)

This worked for me:
1) From the Control Panel select ADD/REMOVE programs.
Select "VX2" and "Remove".

If VX2 is not present:
2) Close all internet explorer browsers.
3) Search your "C" drive for VX2.dll
4) Delete VX2.dll

If the system does not permit the file to be deleted
proceed as follows.
5) Select "Start" and then "Run" and type "regedit"
6) Find the and delete the entry
named "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curre
ntVersion\Explorer\Brow serHelperObjects\{00000000-5eb9-
11d5-9d45-009027c14662}".
7) delete the {00000000-5eb9-11d5-9d45-009027c14662}
entry.
Reboot computer.
9) Search your "C" drive for VX2.dll
10) Delete VX2.dll

I have had this problem with corrupt jpeg's. I have been
able to delete them by opening a command prompt window,
navigating to the folder and deleting the file.
 
thanks, I was able to delete the containing golder through command
prompt...since the file had spaces it was the only way I could do it.

Sometimes the space is a "non-dos" character, and you have to use the
wildcard ? to diss it.
