broken activation

When I click the activate icon in system try or run that "oobe" thingy the activation window pops up and sits there remaining a blank window. .... >< ... -__-

Do a Start - Run and run the two lines
regsvr32 licdll.dll
regsvr32 regwizc.dll

Then run
%WinDir%\System32\oobe\msoobe /a

I was missing the file actshell.htm, so I replaced it and it went from a totally white window to an Activate Windows window with the normal blue background and windows logo. It still has no useful information in it. I am one step away from doing an "in-place installation of windows" as described here: http://support.microsoft.com/default.aspx?scid=kb;en-us;314935&Product=winxp but I don't want to have to do this because it says my registry will be reset.
