boot process stops while loading system files

The Windows XP boot process locks-up when starting from a cold boot . I have the "sos" boot parameter set to "on" and the last entry on the screen at lockup is for "Windows\system32\config\system". There is no error message, but the system just becomes unresponsive. I can work through the problem by turning the power off and cycling through that process several times until the boot process continues on it's own. I do not seem to have the difficulty at all when doing a warm re-start. Can anyone suggest an approach to resolving this issue?
