Automatic ICS dial up on client PC

I have a 2 PC home network set up (cable connection, and both XP Home SP2).
The network element works fine, but whenever the client PC boots up, it
keeps dialling up an internet connection (through the host).
I can't see anything obvious in the start up section of msconfig.
Any ideas what can be causing this.

Automatic updates for antivirus? Windows Update? Any other legitimate
programs set to start that have an automatic update feature? Only you
can tell what's running on your machine. You can do a clean boot to
narrow down the troubleshooting:

And of course, I assume you've scanned the pc in question with a current
antivirus using updated definitions, as well as run non-viral
antispyware tools. Post back if you need more details on doing any of
that.
