Adware?

I upgraded to XP from Me and since the upgrade I keep getting a box that opens. It's labeled "Help and Support Center" and the title is "DVD Decoder Upgrade". It goes on to say the "Windows has detected a dvd decoder that might be incompatible with your system,...." It offers the choices to upgrade now or later. The upgrade costs something like $19.00. Spybot has been run and Nortin Anti virus was run in safe mode. Norton found a couple of suspect files it couldn't delete. Some were related to Cydor (sp?). Any suggestions on how to get rid of the ad?

If this is a fresh upgrade then turn the firewall on now!
