adminpak.msi for WIN2000

Tried to install the admin pack error said it was not
compatible even though I have SP1 installed. Ignored
error!! finished install. Administrative shortcuts are
in the menu but when you open a console you get an error
that the console can not be started. Any help please!!!!!
 
Which Adminpak.msi file should I use?
