admin account automatically reset

well, this is confusing! I created a new user account
giving it administrative privilages. then i used
GPEDIT.MSC in that new account to ENABLE/DISABLE
configurations in USER CONFIGURATIONS, including options
like hide control panel and restrict access to particular
drives.

Now after completing i switched back to my original
account and found out that I am no longer able to access
my control panel /user settings and everything is
restricted. cant explain better than this.

Is there any way to override gpedit.msc settings and
access my user settings . NOTE: i'm also not able to run
gpedit.msc from either of the accounts.PLESE HELP

Logon as Administrator is Safemode.
