active x control in IE

I've got a computer that is running Windows NT
Workstation and the other day it started displaying a
message anytime the internet is accessed.

"This page provides potentially unsafe information to an
active x control. Your current security settings
prohibit running controls in this manner. As a result,
this page may not display correctly"

Nothing was changed to cause this message and when the
security levels are lowered the message still pops up.

Could this be caused by adware or a virus?
