Accessing Secure sites with Internet Explorer 6.0

Everytime I try to go to a https site i get a

The page cannot be displayed
The page you are looking for is currently unavailable.
The Web site might be experiencing technical
difficulties, or you may need to adjust your browser
settings.

If i click on default page in internet options it reverts
to a file in C:\WINDOWS\secure.html. Any help would be
greatly appreciated. Also i have gone to windows support
site to download updates and when i click the scan button
i get an error stating:

Send error number to Microsoft (0x800C0005)
Note This sends error information but does not create a
support incident; you may or may not receive a response.

did you try to do a change in the internet configs, to set
the secury levels to a lower level?
