802.11 wireless Native WiFi driver logo submission

Does ndis6.0 Native WiFi driver open for WHQL submission?
If not, when will it open for Native WiFi driver submission?
I can't find any schedule about that.

I newcomer in WHQL process. I need to submit network driver for Vista
for WHQL process.
Could you please expalin for me (in the action items terms 1,2,3,4)
what I need to do.
I read some documents and not understand the action order.
