XP hangs after loading personal settings

Running XP Pro:
Problem:O/S will not display any icons or task bar in
normal or safe mode. System hangs after displaying the
wall paper.
Task manager is available.
Most services are stopped.
I've tried all the options that MSCONFIG had to offer.
System Restore will not execute. Flashes and nothing
happens.
I ran chkdsk /r /p. - no change
Last known good config. - no change
No error messages, just hangs.
Searched for hours in the knowledge base.
Customer reported he tried to load NAV 2003 and it would
not take install.
Can anyone offer some suggestions?

If you run task manager and run explorer.exe from in there, what happens?
How about running eventvwr.exe ?

Thanks for your efforts and interest.
I tried to run explorer.exe however it just flashes and never starts the program.
I tried to run eventvwr.exe and it actually starts but produces an error when accessing any of the three folders "unable to complete the operation on (system,application, or security) The interface is unknown.
I dumped the log to a diskette and read it on another computer but there is no data, just a header string
I'm not sure what to try next. Seems like most of the services are not loading
