XP freezing, explorer using 50% of system resources

was wondering if anyone might now how to fix this problem.

When i start windows XP, the start button and bottom windows toolbar (clock,
shortcuts, etc) is unaccessible.

When i go to windows task manager (ctrl, alt, del) and go to processes, it
shows the explorer (not IE explorer, the desktop) is using almost 50% of the
system resources. I can close it, but that leaves me with no desktop and no
start button, and i have to open everything with the run command in windows
task manager.

I've checked for viruses, dont have any. I defrag my hard drives weekly.
This problem came from out of no where a few days ago. I even tried
re-installing windows to try and correct and files, but once again no luck
