Writeable DVD drive speeds

If a writeable DVD drive can write a DVD-R at 4X, does that mean 4 X 150
kb/s, just as it is with CD-R drives, or is there some other data transfer
standard at work in the DVD-R format?

The 'x' in a DVD drive speed means ~1.38 megabytes/second (IIRC).
