While installing Windows XP on a PC connected to the
network, I received "The workstation service has not been
started" error while trying to join it to my workgroup.
How do I get the service running?

Start>Run, type services.msc and hit enter. Scroll down in the
right-hand pane to the end of the list, right-click on Workstation,
select Properties. Make sure the Startup type is Automatic, and click
the Start button.
