word macro error, The macro could not be created

Hi

I'm running at terminal server farm with word 97 im
getting an error for users when they try to record a
macro , they get the message "the macro could not be
created" apprears. If i make the user a member of power
users its ok but i dont want to do this , ive tried using
regmon and filemon to find out whats happening but to
know success.

any ideas would be greatly help.
