WON'T PERFORM RECOVER AFTER INSTALLING RECOVER DISKS

Greetings:

Need advice with following problem. Thanks.

Equiment info: HP Pavilion 520c. ASUS A7V-VM Motherboard.
AMD Athlon 2gig processor.

After installing new Western Digital 60 gig hard drive,
and successfully installing all 7 HP Windows XP Home
recovery disks computer won't perform recovery. When
rebooting I get message: STOP:c000021a {Fatal system
Error} The session manager initalization system process
terminated unexpectedly with a status of 0xc000003a
(0x00000000 0x00000000). The system has been shut down.

Computer worked OK prior to installing new hard drive and
installing recovery disks. Any help will be greatly
appreciated.

This is really an HP issue, as they're the ones that know what is on those 7
disks.
