WinXP-Win98 network-ICS is controlling my network!! Help!!

I have been running a Win98 (8 comp's) with ICS for years. I recently
tried to add an XP machine to the network and all hell has broken
loose. it seems that the only time the XP will be recognized and
recognize the network is when the computer running the ICS (w/dsl
modem) is up and running. this only happens with the WinXP machine.
i have verified the problem by adding a second XP machine. Both
machines had the same problem. What makes this so strange is that i
have put successfully put together small networks (8 or more machines)
that had a mix of Win98 & WinXP. I have never had a problem in the
past, just this time. by the way, when i added a second XP machine to
the network it did recognize the first XP machine (& the other way
around). Is ICS a sort of backbone to peer to peer windows networks
or am i barking up the wrong tree??

The Win98 ICS host is acting as a DHCP server on the network,
providing an IP address to any computer that's configured to obtain an
IP address automatically. By default, XP is configured to obtain an
IP address automatically.

What IP addresses do the other Win98 computers have? The default with
ICS is 192.168.0.x, but it's possible to change that.

Do the Win98 computer have static (manually assigned) IP addresses?
If so, they would have the same IP addresses whether the ICS host is
running or not. If that's the case, assign static IP addresses to XP,
too.

If that doesn't help, the solution might be to prevent the XP
computers from becoming the master browser on the network, leaving
that role to the ICS host computer: On XP:

1. Right click My Computer, and click Manage.
2. Double click Services and Applications.
3. Double click Services.
4. Double click Computer Browser. If the Service status is Started,
click Stop.
5. Set the Startup type to Disabled..
