Windows XP shutdown hang up

Recently, when I attempt to shut down the machine, it
just sits there. If there were any programs running, it
closes them, but does not go all the way to shut the
computer down. I have to Ctrl-Alt-Del to get the Windows
Task Manager window, select the User tab and disconnect
the Owner user. Only then does the computer finalize the
shut down process.

Do I need to download a Service Pack to get my machine to
download properly once again?

Also you can use " Force " to close the program which is not closing
properly. ( This option should solve the need to click shutdown twice. Be
sure to save any data as this force closes all running programs )
