Windows XP Home Edition in "safe mode"/windows installer error

I get the following error message when i attempt to
add/delete programs:
"THE WINDOWS INSTALLER SERVICE COULD NOT BE ACCESEED.
THIS CAN OCCUR IF YOU ARE RUNNING WINDOWS IN SAFE MODE,
OR IF THE WINDOWS INSTALLER IS NOT CORRECTLY INSTALLED.

How do I get Windows xp home edition out of "safe mode"?
Or how do i properly install Windows Installer? Any help
is appreciated, thanks.
