Windows SP2 firewall service stays running with 3rd party firewall?

We use Symantec Client Security on our XP SP2 corporate desktops, which
includes the Symantec firewall. I was surprised to see that the
Windows Firewall service is still running, and set to Automatic start. We
disabled the Windows firewall through the Control Panel Firewall applet.
Is there any reason the service didn't get disabled? Any reason why it
needs to remain running?

Because SCS did not disable it. Any decent security suite is capable of
doing this during it's installation. Best to consult with Symantec
to find out why it did not.

If the security suite's firewall is not running. There's no need for 2
software firewalls to be running concurrently.
