I have uninstalled all antivirus and firewall software and installed OneCare
and when i restart the pc the one care icon is red and says firewall could
not start but if I go to ctrl panel and administrative and services it shows
all services are running but the one care icon is still red and windows says
no firewall or antivirus software is installed

Don't use OneCare. Get AVG AntiVirus for free, and get Sygate's
Personal Firewall for free. You'll be happy. And save money too.
