"Windows Installer proxy information not correctly registered"

Using Windows XP SP2 - we are noticing allot of these "Msinstaller" erros in
the event viewer "Windows Installer proxy information not correctly
registered". Also, at spesific times of the day PCs CPU is at 100%
utilization.
