Windows installer is not correctly installed?

I'm attempting to install the Blackberry program onto my desk top--running on
XP home edition SP3. Each time I try, I get an error message that tells me;

....the windows installer service could not be accessed...

Then it tells me;

....I may be runnign in safe mode....or
....the windows installer is not correctly installed.

how do I resolve this?
