Windows Explorer (not Internet explorer) hangs on open

Reinstalled windos XP, SP3 disk.
I have now installed and reinstalled on two different hard drives several
times and I still seem to have a problem.
Not always, but too many times, when I click the windows explorer icon on
the taskbar or desktop, you can see the icon indent, and hold for about two
minutes. I literally stops everything, even the clock stops. It is as if the
computer is locked. When the explorer opens, the clock jumps by 2 minutes and
everything continues just fine, it seems. This seems to be the only program
where this happens.

What would I be looking for. This actually already started very early in the
reinstall process. I am at a loss on what to look for.

Did you try to run it directly without using the icon?
start>run>%windir%\EXPLORER.EXE
