Windows deleting local profiles (are not Mandatory profiles)

All users logs on with their Domain usernames. When Domain User logs off his
account is deleted from XP machine. Only Domain Admins accounts are preserved
after log off.

When I made Domain User account a member of local Administrators group of XP
machine everything is fine.

The question is:

What can I do to prevent profiles from being deleted after the user logs off
without making this user part of local Administrators group?

This is a Dell configured laptop. We use Domain group policies but none of
our other workstations are experiencing this problem.

I should add that the username that is disappearing from C:\Documents and
Settings\ is a domain user, but it is not a roaming profile.
