Windows Defender will not turn on

Evertime I click on the Turn on and open Windows Defender link it locks up
and I have to shut it down with task manager. What is going on here? It will
not run at all.

if you are using AVG antivirus program it shuts down windows defender
because there is a conflict with WD and AVG
if you are using Microsoft security essentials it shuts off WD because WD is
incorporated inside it and you do not need two running

When Microsoft Security Essentials is installed, it is designed to disable
(Windows Vista and 7) or uninstall (Windows XP) Windows Defender in order to
manage the PC’s real-time protection.
