Win2k3 Client cannot sync to Win2k3 NTP Server

[This is for the Windows 2003 discussion group, but there isn't one in the

We have a group of Win2003 servers that are not part of a domain. Their
clocks need to be kept in sync.

I enabled NTP server on a Win2k3 standard server. I can sync an XP client
and a Vista client to it, but a Win2k3 standard server (I tried 3 different
servers), which can sync to time.windows.com, can't sync to it. The message
is "An error occurred while Windows was synchronizing with (server name)."
They can ping the NTP server. There is no entry in the event log on either
the client or the server when it fails.

I played with the AnnounceFlags setting, dropping it from 10 to 5 to 3,
without success. I'm guessing from the instructions that this sets the
stratum level? ("Set the 'Announce Flags' registry entry to 5 indicating a
reliable time reference.")

I'd appreciate any help.
