Win2K "User" and "Power User" Group issue

I have Win2K installed on an HP Pavillion, with a D-Link wireless networking
card installed. As long as I am logged in using an ID that belongs to the
"Administrator" group, everything works fine. I set up a new user called
"Family", and I want to assign it to the "Users" group so the kids can't
mess with the computer's settings or install programs. When I sign on as
"Family", the driver for the D-Link card loads, but I get a message saying
that no card is installed. I tried setting it up as part of the "Power
Users" group and got the same result. If I assign that user to the
"Administrator" group, it does recognize the D-Link card.

Is there some setting I need to change in order for the D-Link card to work
for a user assigned to the "User" group?

You'll probably need to ask this question of D-Link's support
folks, I'm afraid. Win2K doesn't normally disable networking for
regular or Power Users.
