Win Min Exe error on shutdown + Home page reset on reboot

I get this Win Min exe error on shutdown and on every
reboot my IE home page gets reset to some search page.
Tried cleaning PC (Win2K) from spyware using spybot, but
it did not help. Did detailed search to find what was
causing this but no luck. Any idea.

Just to let you know in case someone else runs into same
problem.
winlogon.exe file got installed on c:/documents and
settings/all users/start menu/programs/startup
That file was running on startup and resetting my home
page and it would run all the time so it would not let me
delete it, move it or even stop winlogon process in task
manager. After booting in safe mode I was able to move it
to a different location. Before that I did reset home page
to my page and with file moved to different location after
reboot, mu home page was not changed and win min error did
not show up again.
