"win min" appears when trying to shutdown

When I try to shut down, a window entitled "End Program -
WIN MIN" appears saying"If I choose to end the program
now, I will lose all unsaved data, etc" or whatever, but
then changes to a screen that says "This program is not
responding - To return to windows to check the status,
click cancel. If you choose to end the program
immediately, you will lose any unsaved data. To end the
program now, click End Now"
I also have a virus or trojan or something that keeps
changing my IE home page, which I'm trying to correct but
run into this shutdown problem everytime I try to
restart.
I'm pretty much a novice in computers, so a real basic
answer would be appreciated.

What does a scan with a current antivirus program (meaning a version not
later than 2002 and using updated virus definitions) show? Also, remove
spyware with Spybot Search & Destroy from www.security.kolla.de and
Ad-aware from www.lavasoftusa.com. Be sure to update these programs
before running them. It is best to run antivirus and spyware removal
tools in Safe Mode.

We want to implement the Cleanboot process using MSCONFIG to rule out 3rd
party software as the cause of this issue. MSCONFIG from XP can also be used
on a Windows 2000 Pro or Server client.

Go to Start\Run type in Msconfig and press OK.
Go to the Startup tab.
Click on "Disable All"
Go to the Services Tab
Click on "Hide all Microsoft Services"
Uncheck the 3rd party services that are left
Press OK twice to reboot.

Once your computer is restarted see if the issue still occurs. if it still
does go to Msconfig and select Enable All on the startup tab.
If the issue does not occur go to the Startup tab and select items 4 at a
time or so with reboots in between to narrow down the exact item causing
your problem.
