Win Installer comes up often when simple programs launch

It seems that every time I try to run specific programs (which I assume need
VB), before the desired program launches I get a Windows Installer message..
"Preparing to install", then "The feature you are trying to use is on a
CD-ROM which is not available", please insert xxx. If I click cancel a few
times, the program I launched will run, however it is quite annoying to get
the Windows Installer message every time I launch it. This seems to happen
to a few programs which I believe rely on Visual Basic runtime files, which
I have also updated in an attempt to get rid of the problem.

Did my Installer files get corrupted, and if so how can I repair them?
