Why is there an envelope with a red circle and diagonal red slash.

Recently, the junk email folder icon in Outlook has been overlayed by a small
envelope icon that has a red circle with a diagonal red slash through it (it
is the circle you would see on a "Do not Enter" traffic sign, or a "no
smoking" sign). Does anyone know what may have caused this and how I can fix
it?

In OL2007 the default icon for Junk Mail folder is the same as all other
Folders but with a red 'No Entry' sign on it

Outlook 2003 and 2007 both use that icon as the normal icon for the Junk
E-mail folder. Nothing changed.

You can't change it - it’s the normal icon for that folder.
(http://slipstick.me/jing/defaults.png has all the default folder and icons)
You can't delete the folder because it’s a default folder.
