When I open outlook 2007 calendar, I would get a message saying, "cannot open
folder." I tried going to folder list, and clicked calendar and it said,
"The connection to Microsoft exchange is unvailable. Outlook must be online
or connected to complete this action." The problem is I am connected.

How is this a suggestion for Microsoft? Do not abuse that option, it wastes everyone's time.

If you have your network connection active and you get this message, ask your network admin if there is a latency problem or another type of hiccup on the network that causes short droppages. If you switch away from that folder and then back, does it display? If yes, then this is a network issue that your admin should fix.

And you're using Exchange, correct?
