why can't I send an attachment

Using Office 2000 Pro, Outlook 2000, Exchange Server 5.5

I have one user in this company who cannot send an attachment. When
attempting to attach the file, an error message comes up saying 'Out of
memory or systems resources.' When Outlook first loads an error message pops
up stating it is unable to load SBCMSYNC.DLL addin.

I have uninstalled office, reinstalled office, no help. Other users on the
exchange server have no problem. Running NT Workstation 4.0, have 256MB RAM,
plenty of disk space. Looked at exchange server, no problems show up there.
Help.
